Office of Drug and Alcohol Policy Compliance

The Omnibus Transportation Employee Testing Act of 1991 requires drivers with commercial driver’s licenses (Class A, Class B, or Class C with a hazardous materials endorsement) to undergo alcohol and controlled substances testing in accordance with federal regulations. Employers are responsible for implementing a comprehensive controlled substances and alcohol testing (CSAT) program, which includes pre-employment, post-accident, random, and reasonable suspicion testing. These regulations apply to all transportation employers, safety-sensitive transportation employees, and service agents—impacting approximately 10 million people.
